Procurement at Genesis Housing Association

Genesis Housing Association (GHA) spends in the region of £250m on third-party expenditure per annum. This is broken down into four core areas of expenditure:

  • Repairs & Maintenance
  • Development
  • Corporate Services
  • Estate Services

The Genesis Procurement Team ensures that the range of goods and services we purchase meets the needs of a modern Housing Association and that this expenditure is compliant with purchasing rules and provides value for money.

Genesis Housing Association co-ordinates procurement activity through two broad categories:

  • Corporate Procurement
  • Building and Property Procurement

Given the nature of our business, there are a diverse range of requirements contained within these two categories from construction and facilities management to ICT and energy procurement.

FAQs

Do you use an eProcurement system?

Genesis Housing Association uses the EU Supply Procurement Portal to conduct tenders for goods, services and works contracts. A range of public authorities utilise this tool and further information can be gained from the portal.

Through the EU Supply Procurement portal suppliers can easily:

  • Search for GHA opportunities
  • Register to 'express an interest' in order to view documents relating to opportunities and participate in tendering activities
  • Communicate throughout the tendering process

If you are interested in supplying goods and services to Genesis Housing Association, you can register your company as a supplier online.

Once registered, you will receive your username and password via e-mail and will subsequently be able to access the aforementioned opportunities.

How can I find out about procurement opportunities?

Under European legislation, public sector organisations must advertise tendering opportunities for certain high value contracts in OJEU (Official Journal of the European Union).

Genesis Housing Association uses a web-based Electronic Tendering (e-Tendering) System for all procurements above £50,000 for Goods & Services and £150,000 for Works – these opportunities are published via the EU Supply e-procurement portal.

Are there sub-contracting opportunities with Genesis?

Due to the scale of the Genesis Housing Associations operations and procurement activity, it enters into a number of large contracts for services such as facilities management, IT support and construction. In these areas of spend the opportunity for some small and medium sized enterprises (SMEs) to sell directly to Genesis - that is, to become 1st tier suppliers – may be limited.

In these areas SMEs are more likely to fit into the supply chain as 2nd or 3rd tier suppliers. It is important, therefore, for a potential supplier to consider how they might fit into Genesis Housing Association’s supply chain. It may be that you should be researching and pitching your services to prime contractors.

Most prime contractors are private sector organisations. EU Procurement Directives do not, therefore, apply to them, and supply chains are managed as they are elsewhere in the private sector.
